This is to prevent popular wallpapers from disappearing. And we go by the rule of that the one with the most favorite stays, so less people get sad/upset. if both have no fav's or the same amount the rule of the oldest goes. But to awnser your question, It is best to hop on the IRC (click here for a link) and check if there is an admin/mod online, if not you can PM it to them on IRC. quote Epic Man ...
