I think that creating specials groups allowed to do some actions like tagging, moderating tags, etc. is not a good solution.
The actual pretty wild system allows all the user base of Wallbase to participate, which is a really powerful workforce. There are some abuses, and we must find a solution to prevent abuses or clean them afterward without too much burden on a small group of users (currently mods/admins), without diminishing the work done by honest users.

A system where regular users are able to vote for good/bad tags might do the trick, by diluting moderation responsibility among many users.
Then if a tag has a too low score, mods/admins are notified and can do the appropriate action.
This system has the advantage of lightening the burden on mods/admins by letting the users themselves pre-screen tags, and filtering those that must be moderated. And that way, a single user have not enough power to influence the moderation (as it is now the case for the deletion flag).

That would do for the first point lezboyd pineed. As for the second one, I see a system where users can report tagging abuses. If a users' tags are reported too many times, mods/admins are notified and can weight in. For that, it should also be necessary to have some tools to control users' tagging history and limit users actions.

My whole point here is that we should not limit users ability to volunteer for Wallbase (by creating groups with special tagging abilities), but we should also lighten the burden on moderators by allowing normal users to do a pre-moderation work, and by automating a part of the process. What I propose is to rely even more on Wallbase community, not excluding part of it from the process.

I like the idea of users voting on good or bad tags
I was thinking maybe create a system where a certain tag has to be tagged by a minimum number of users before it becomes an actual tag. That way if some idiot decides to tag vehicle pictures under it would require i.e 5 people to tag for it to go actually be a real tag

I don't think I saw this post last time I checked the thread. I like this. Do you mean each tag's "page" having an up/down-vote button? Also, there could be a report button, where the user has to specify a reason (inaccurate, poor spelling, breaks a rule, etc.) and a mod can check tags with, say, five "flags" like that. Obviously that's more complicated, but has potential, I hope.
